Washington North Tongue Point is a private marine and industrial facility located on the Columbia River at Astoria, Oregon. The site, owned by Washington Development Co., Inc. of Missoula, Montana, is currently being developed into a multi-use transportation logistics and intermodal facility with ample capacity for vessel operations as well as moorage on a long and short term basis.

Strategic Location

The property is located at river mile 18 on the Columbia River adjacent and connected to the Columbia River Deepwater Shipping Channel via a 34 foot access channel. This location on the Columbia River Corridor makes North Tongue Point a well-situated portal to the Pacific Rim.

Each year, the Columbia and Snake Rivers carry 17 million tons of cargo to and from the Pacific Ocean along a 465-mile waterway. A series of eight locks facilitates the passage of ships from the ocean inland as far as Lewiston, Idaho.

From the ocean to Portland, Oregon and Vancouver, Washington, dredging assures that a 40-foot-deep open river channel remains open year-long for ocean-going vessels. This 106-mile segment connects with the 359-mile segment that extends inland to Lewiston, Idaho.

Facilities Description

The North Tongue Point Marine Industrial Facility consists of 28 acres of usable concrete uplands and 50 acres of submerged lands all within the city limits of Astoria, Oregon.

The property is zoned “Marine Industrial Shore Lands,” holds approved and active Master Development Plans, and has a clean environmental baseline study conducted by the U.S. Army Corps of Engineers as well as active dredge permits from the Corps of Engineers and the Oregon Division of State Lands. Previously, the site was a U.S. Navy Base used during and after World War II for freshwater layberthing and storage of vessels and equipment not needed for active service. Water, sewer, electrical power and telephone service are on site and there is immediate railroad and main highway access at the site.

Potential Uses

Washington North Tongue Point is a complete Marine Industrial Facility providing berthage, storage, hangar/ warehouse/office rental for marine, industrial and light manufacturing companies needing strategically located road, rail and shipping access.

Site development is consistent with an approved Site Master Development Plan developed around zoning and local use considerations. These plans include the development of expanded rail utilization, fishing and subsea cable vessel berthing and husbandry, as well as a mix of other marine and industrial uses.

  • Submarine Fiber Optic Cable Operations: Cable landing site, cable maintenance depot, and cable manufacturing plant.


  • Fishing Vessels: Lay berth for outfitting, repair and home porting of fishing vessels, and provide location for vessels to maintain stock and equipment. Sizes will range anywhere from 60 to 320 feet.


  • Tugs and Barges: A site for tug and barge operators in a secure area on the Columbia River at the mouth of the Pacific Ocean for short and long term lay up.


  • Manufacturers and Processors: The site offers options for a variety of manufacturers, distributors and processors.


  • Distributors: Pumps, compressors, valves, hydraulics and repair facilities.


  • Processors: Recently constructed ice plant and 6 foot truck loading dock has excellent potential for use by floating processors of herring and sardine.


  • Fabricators: With the opening of the Alaska oil fields, and the natural gas pipe line, the site is available for fabrication of modules and other heavy lift related components.
